Our work spans opex and capex justification, benchmarking, incentive scheme modelling, ex-post expenditure reviews, and responding to regulator queries. We have supported businesses put together compliant business cases and regulatory submissions that are evidence based.

We provide independent expert guidance on all aspects of cost-benefit analysis for infrastructure investment decisions.

This includes option development, benefit identification and quantification, scenario and sensitivity testing, and compliance with relevant appraisal guidelines. Our experience spans major energy infrastructure projects assessed under RIT-T frameworks, transport infrastructure business cases assessed under ATAP guidance, and health and social infrastructure projects assessed under NSW Government guidelines. We have also developed CBA frameworks and toolkits for government agencies to improve the quality and consistency of appraisals across their project portfolios.

We develop cost-reflective, compliant, and customer-focused pricing outcomes for regulated networks.

Our capabilities include LRMC modelling for distribution businesses, annual network pricing proposal support, cost allocation advice, and customer impact analysis. We have experience advising both network businesses and regulators on the design and implementation of tariff structures consistent with the National Electricity Rules and relevant pricing principles.

We produce independent demand forecasts to support regulatory submissions and strategic planning.

Our approach combines econometric modelling, machine learning techniques, and spatial allocation of consumer energy resources — with a strong emphasis on transparency and interpretability. We have reviewed and produced forecasts for distribution network businesses across multiple jurisdictions.

We advise network businesses and infrastructure investors on strategic and investment decisions involving demand uncertainty, emerging technologies, and the energy transition.

This includes assessing the value of consumer energy resources, modelling the impact of transmission delays, evaluating non-network alternatives, and supporting due diligence reviews of regulated infrastructure assets.

We are experts in designing efficient incentive frameworks and analysing the economics of CER deployment and integration.

Our work spans tariff innovation to support CER uptake, EV charging behaviour and network impact analysis, microgrid viability assessment, and the quantification of CER value to the broader system.
